While saloons were shuttered and stills went underground, doctors held the key. A simple prescription could legally unlock a bottle of whiskey—“for medicinal purposes,” of course. Pharmacies flourished, prescriptions piled up, and America proved one thing beyond doubt: you can outlaw liquor, but you can’t outlaw thirst.
