BOS MEETING RECAP – TUESDAY 5/13
Summary:
•Reappointments to Behavioral Health Commission and Fish & Game Advisory Commission, and appointment to Commission on the Status of Women

ITEMS 7-9: REAPPOINTMENTS TO BEHAVIORAL HEALTH COMMISSION AND FISH & GAME ADVISORY COMMISSION, APPOINTMENT TO COMMISSION ON THE STATUS OF WOMEN – I reappointed Alma McHoney to the Behavioral Health Commission and Manuel Morales to the Fish & Game Advisory Commission. I appointed Season Hathaway to the Commission on the Status of Women. ITEM 12: PUBLIC HEARING ON URBAN COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND CONSOLIDATED ACTION PLAN AND ANNUAL ACTION PLAN (AAP) – The Board conducted a public hearing on the Urban County Community Development Block Grant (CDBG) and Consolidated Plan and Annual Action Plan (AAP). CDBG funding is to benefit low to moderate income communities for affordable housing, fair housing, homeless and homeless prevention services, infrastructure improvements, public facilities, public services, and General Program Administration. Some examples of proposed funding as part of this plan are for Meals on Wheels and additional sidewalks in Aromas. The Board discussed the need to be more proactive to make sure that all communities are aware of this funding when it is available. The Board voted approve the projects listed except for one ($150K for Monterey Salinas Transit for Marina bus stop ADA improvements). Staff will determine the necessary process to re-allocate that funding. ITEMS 14 & 16: REFERRAL RESPONSES: RENTER DATA IN UNINCORPORATED MONTEREY COUNTY AND MONTEREY COUNTY REGIONAAL FIRE DISTRICT BOARD OF DIRECTORS VACANCIES – Referrals are a way for Supervisors to put forward policy changes. Staff presented responses to these two referrals.
The first referral (Item 14), put forward by Supervisor Mary Adams, asked staff to gather data on renters and evictions in unincorporated Monterey County. Staff found that about 30% of residents in unincorporated Monterey County are renters. In my comments, I talked about how we need more housing – specifically smaller houses on smaller lots that are more affordable by design – and that we need to make changes to our inclusionary housing ordinance. The Board asked staff to share this data with the Housing Advisory Committee and the Health, Housing, and Human Services Committee and also asked staff to send a letter to state and federal representatives with the data explaining the challenges we are facing in Monterey County. The second referral (Item 16) was put forward by Supervisor Wendy Root Askew and asked staff to ensure that vacancies for the MCRFD Board are shared with the public so that residents throughout the district can apply. The MCRFD includes the communities of Bolsa Knolls and Boronda in District 2. The Board asked staff to notify all Board of Supervisors members and staff when there is a vacancy and to share on the County’s social media pages.
