Toney DreamTeam Frank is the owner of Virtue Bar & Lounge Bar & Lounge located at 1971 Brownsboro Road in Louisville, KY. At the end of 2023 people who live in the neighborhood where Virtue is located organized and started a petition to make their precinct DRY (meaning the sell of alcohol would be 100% prohibited).

This motion was put into place SPECIFICALLY to target Virtue, a black owned bar & restaurant where people from all walks of life are welcomed & frequently visit to eat, drink, dance, and celebrate life & special occasions with family and friends.

In November of 2023, the vote took place and resulted in Precinct N163 (which is made up of an area the size of city block) becoming DRY which meant no more liquor sales at Virtue. Just for perspective, Virtue at that time was one of the TOP accounts in the ENTIRE STATE of Kentucky for liquor sales. Making the precinct dry and taking away Virtue’s ability to sell alcohol was a DEVASTATING blow to their business and an attempt by the neighbors to force Virtue to close or leave the neighborhood.

Sadly, Virtue losing their liquor license was just the beginning for Toney (the owner). Shortly after the vote, Toney collapsed in his office at Virtue and was rushed to the hospital where he underwent hours of emergency surgery to save his life.

Thankfully, against the odds, Toney survived!!! However, his road to recovery is ongoing and resulted in months in the hospital and currently working through ongoing rehabilitation to try to get back to a somewhat normal life or as close to it as possible.

Toney is a special person and someone who has done so much for so many without ever thinking about what he would get back in return for his support. He is as selfless they come and even through all the negativity thrown his way has ALWAYS remained positive and tried to find ways to compromise in order to simply keep his business going to support his staff & family as Virtue is his

As many of you may know Virtue and Family Dollar had to surrender our liquor licenses on January 18,2024 due to the precinct (shopping center) going dry. This decision was made in attempts to close our business. We have tried in every way possible to work with the neighbors and find solutions.

On January 28, we received two disturbing phone calls from one neighbor harrasing our employees. An hour later, as expected, the police arrived on a complaint.

We would like to publicly state that we do not allow any alcohol beverage containers/bottles in Virtue. We do not condone drinking in cars and driving.

Unfortunately, the police did take it upon themselves to look into cars with flash lights, which we know made many of our customers upset. We do not know why or the intentions and was not apart of that decision. We ask if you feel your rights were violated, please call your Louisville Metro Police Department at 502-574-7111 or 502-574-2111.

We will be taking further actions concerning this matter. We pray that we can come to a common ground and be treated like other restaurants in the area.
