He graduated from the University of South Florida and received his law degree from the University of Florida.
He has been with the Office of Public Defender since 2001 and currently serves as the Chief Assistant Public Defender.

Congratulations to the awardees of the inaugural Legal-Business Nexus Recognizing Asian American Excellence in Florida. The Jacksonville Asian American Bar Association (JAABA) is proud to recognize the following extraordinary women:
1. The Honorable Lorelie Papel Brannan, County Court Judge for Baker County in the Florida 8th Judicial Circuit -- the first female judge in Baker County, and the first Asian American Judge in Northeast Florida; and
2. Ms. Grace Bio, a multidisciplinary artist, active freelance illustrator, painter, graphic designer, muralist, and live artist. Ms. Bio's vibrant mural, titled “The Roots That Ground Us”, is a testament to her Filipino culture and heritage, and is now displayed in Downtown Jacksonville at the historic, Jessie Ball duPont Center.
Special thanks to the Duval County Office of the Public Defender, including Chief Assistant Public Defender, J. Owen Schmidt (JAABA's VP), for hosting JAABA's event; Dean Nick Allard of the Jacksonville University College of Law for attending and supporting our event; and Andy Varnes of Varnes Media Company, for producing the acceptance video for Ms. Grace Bio.
