There has been some confusion regarding ma*****na use in C**n Rapids following Minnesota legalization.
Yes, ma*****na is legal in Minnesota. However, that does not mean it is permitted everywhere or in every manner. Like alcohol, to***co, and other regulated substances, cities retain the authority to establish standards of conduct in public spaces.
In C**n Rapids, public ma*****na use is a citable ordinance violation in public spaces, including parks and other publicly accessible areas.
During discussion of the ordinance, I personally raised concerns about the problems other cities have experienced with unrestricted public ma*****na use, particularly in family recreation areas. Following recent reports of ma*****na use in the grassy areas around our community splash pad at Boulavard Plaza, I have also contacted City administration and requested increased enforcement attention from Park Police.
The splash pad is designed for children and families. Parents should be able to bring their kids to a splash pad, playground, or park without exposure to ma*****na smoke or public intoxication.
This is not about criminalizing responsible adult behavior or relitigating state legalization policy. It is about maintaining safe, welcoming, family-oriented public spaces for everyone who uses them.
“Legal” does not mean “allowed everywhere.” Cities regulate lawful behavior in public spaces every day in the interest of public safety, sanitation, and shared community use. Ma*****na is no exception.
If residents witness public ma*****na use in parks or other public areas, especially around children’s recreation facilities, I encourage them to report it through the non-emergency number for Anoka County at 763-427-1212, or simply dial 911 and tell the operator it isn't an emergency and dispatch will prioritize it accordingly.
