It’s the end of October, and a lot has been happening in the ni****ne industry. Here’s a quick look at the latest regulatory updates worldwide for the Next-Generation Products (NGP)🌍

🟠 𝗘𝗨𝗥𝗢𝗣𝗘𝗔𝗡 𝗨𝗡𝗜𝗢𝗡: On 6 October 2026, eight EU countries called for stricter ni****ne regulations, including limits on new ni****ne products, flavor restrictions, stronger advertising controls, and potential national bans on ni****ne pouches.

⚪ 𝗣𝗛𝗜𝗟𝗜𝗣𝗣𝗜𝗡𝗘𝗦: New requirements for ni****ne pouches were reported on 12 October 2026, introducing mandatory product certification, laboratory testing, and updated labeling standards. Manufacturers have a 12-month transition period to meet the new rules.

🟠 𝗧𝗛𝗘 𝗨𝗞: On 1 October 2026, the UK introduced a new excise duty of £2.20 per 10 ml of e-liquid, regardless of ni****ne content. A new duty stamp system was also introduced, with mandatory stamps on all va**ng products sold from 1 April 2027.

NGP Industry Insights - October 2026

Regulatory changes continue to shape the Next-Generation Products industry. This month, we're highlighting an important update to Poland's excise duty regulations.

On 15 October 2026, the Polish President signed an amendment to the Excise Duty Act, introducing changes to the taxation of va**ng products.

From 1 January 2027, excise duty on e-liquids will rise from PLN 1.44 per ml (the 2026 rate) to PLN 2.20 per ml. The amendment also increases excise duty on covered va**ng devices from PLN 40 to PLN 50 per unit, along with the additional charge on e-liquid contained in disposable e-cigarettes. The legislation also revises product definitions to ensure more consistent taxation across different va**ng technologies. Changes affecting devices will follow a separate transition period.

These developments are particularly relevant for manufacturers and distributors operating in Poland, highlighting the importance of staying informed about regulatory changes and compliance requirements.
