SINO ANG QUALIFIED at PAANO MAGREKLAMO?
Relief goods and Social Amelioration program (5k-8k) cash assistance.
Relief goods are for every family. Anu- man ang katayuan sa buhay. Although the less fortunates are “prioritized”; still according to newly signed RA 11469 otherwise known as “Bayanihan to Heal As One Act” provides penalties to LGU officials disobeying national government policies or directives during this period of national emergency. Section 6 of RA 11469 imposes imprisonment of two (2) months or a fine of not more than One Million pesos or both, at the discretion of the court, for violations of the said law.
Ibig sabihin, kapag hindi ka nabigyan ng relief dahil sa mga sumusunod:
1. HINDI KA BOTANTE
2. NANGUNGUPAHAN KA LANG
3. MAY ANAK KA SA ABROAD
4. MUKHA KANG MAYAMAN
5. AT KUNG ANU-ANO PANG KABULLSH*TAN
BAWAL YAN. ILEGAL YAN.
Pero may tinatawag po tayong White Ribbon Initiative na pwede mong i-waive yung relief goods mo. And you don’t have to be mayaman to join. Example: marami pa laman fridge ko, or diet naman ako, sa iba nalang ibigay ang relief goods ko. PWEDE YAN. This is initiative but NOT MANDATORY.
Now, kung pumila ka sa barangay at hindi ka binigyan ng relief for some reasons, eh BAWAL YAN. Ilegal yan. Hindi nila pwede ibigay na excuse na hindi ka mukhang kapuspalad unless of course, THEY DID A COMMUNITY REASEARCH AND INCOME ASSESSMENT. Ngayon, kung wala silang ganyan, dapat meron, BAWAL YAN. Logic, the fact na pumila yan, it means na ngangailangan yan kaya wag kayong bastos!

Now sa Social Amelioration program (5k-8k)
Para kanino ba yan?
✓Senior Citizen
✓PWD's
✓Pregnant woman
✓Solo Parent-
✓OFW (distress at repatriated)
✓Indigeneous people
✓Homeless people
✓Farmers
✓Fisherfolks
✓Self employed
✓Informal Settlers
✓at Lahat ng mga Pilipinong
NO WORK NO PAY (gaya ng driver, kasambahay, construction worker, labandera, manikurista, atpb)
May system dyan, may form na ifi-fill up. Now, if you fall under any of these categories tapos let’s say may pagka-as***le si kapitan, HALIMBAWA LANG naman at sinabing hindi ka qualified or eligible altho maliwanag pa sa sikat ng buwan na isa ka sa mga nabanggit sa itaas: BAWAL YAN, ILEGAL YAN.
So, pano magreklamo ng brgy officials? Normally, kung walang quarantine, sa Sangguniang Bayan or Sangguniang Panlungsod sa inyong nasasakupan. This is in consonance with the provision of Section 61 (c) of Republic Act (R.A.) No. 7160 which states that: “a complaint against any elective barangay official shall be filed before the sangguniang panlungsod or sangguniang bayan concerned whose decision shall be final and executory.”
Ano mangyayari? Pwedeng disiplinahin, isuspende at TANGGALIN SA PWESTO kung lumabag sa mga sumusunod:
a) Disloyalty to the Republic of the Philippines;
b) Culpable violation of the Constitution;
c) Dishonesty, oppression, misconduct in office, gross negligence, or dereliction of duty;
d) Commission of any offense involving moral turpitude or an offense punishable by at least prision mayor;
e) Abuse of authority;
f) Unauthorized absence for fifteen (15) consecutive working days, except in the case of members of the sangguniang panlalawigan, sangguniang panlungsod, sangguniang bayan, and sangguniang barangay;
g) Application for, acquisition of, foreign citizenship or residence or the status of an immigrant of another country; and
h) Such other grounds as may be provided in this Code and other laws.
Pano kung hindi elective officials? Halimbawa MGA BASTOS NA VOLUNTEERS or mother leaders let’s say; pwede yan ireklamo kay Kapitan.
Now, kung si chairman naman ang tindig as***le, hindi excuse ang quarantine para makapagreklamo. Dahil state of calamity ngayon, mas mabilis!
