SERN SERN - Italy and Sweden building Europe together.

We aim at developing in a structural manner the relations between local and regional authorities in Sweden and in Italy. The rationale at the basis of the network rests in its horizontal approach to the relations between the two areas through a wide involvement of local actors of the participating local and regional authorities. The objective is therefore to foster an approach to international r

elations that stretches upon a number of policy areas (education, environment, local development and social inclusion) and that involves, together with the local authorities, a broad range of actors like educational institutions, non profit organisations, and other economic actors interested in acquiring new contacts and developing new projects in cooperation with the other members of the network. Over the year, the network developed more than 130 projects at European level and is driving a continuous process of exchange and cooperation between Swedes and Italians. A cooperation that, with the new strategy, will continue in the next seven years towards more inclusive communities, crucial for a sustainable European integration, through services for vulnerable groups, active citizenship and quality education. Communities that are also digitalized with open and efficient public administrations and digital skills for all; that are green and sustainable, focusing on actions to reduce vulnerability to the effects of climate change, to enhance sustainable tourism and smart mobility. SERN counts on a wide variety of contacts among local/regional authorities (and their national associations) in 13 EU countries.

Day 1 Study Visits — Innovation in Trollhättan📍🔍⚙️

Yesterday for the first day of the SERN GA Trollhättan opened its doors to innovation, learning and collaboration. The SERN General Assembly study visits took us from advanced manufacturing and 3D printing at PTC/WAAMLABZ AB 🔹 to automotive innovation at T-engineering 🚗✨ , and finally to healthcare simulation and clinical learning at University West Sweden. 🩺 A journey through places where ideas become practice! 💡

From Ideas to Action: Scenario Sessions in Trollhättan👥📄💡

Yesterday’s Scenario Session work continues today: participants are collaborating in small groups across three target tracks — political representatives, welfare professionals, and urban regeneration professionals — moving from initial brainstorming (Day 1) to refining proposals and defining concrete follow‑up actions (Day 2). 📝🤝

Using the scenario method, groups of both local/regional political representatives and of professionals in the sector, explore plausible future developments for urban regeneration, surface practical challenges, and co-design actionable solutions that can be tested locally and scaled across the network. 🔍➡️

On Day 1 of the SERN GA 2026 we have explored how neighbouring municipalities join forces to advance digital transformation for better public services.

The Italian Ambassador to Sweden joins the SERN General Assembly 2026 in Trollhättan!

🎙️The opening of the SERN General Assembly 2026 was honoured by the presence of the Italian Ambassador to Sweden, Michele Pala, in an important institutional moment celebrating the longstanding cooperation between Italy and Sweden.

His participation added great significance to the Assembly, reaffirming the value of dialogue, partnership and shared commitment across our two countries. Every day, through SERN, municipalities and institutions continue to build strong bridges for cooperation, exchange and a shared European vision. 🇪🇺

Formal greetings were also exchanged between Emilia-Romagna Regional Minister Isabella Conti, also in visit here in Trollhättan for the SERN GA 2026, our SERN Director Nicola Catellani, our Chair of the SERN Executive Board, Saba Giovannacci, and Angelika Lundgren Bielinski, Chair of the City Council of the City of Trollhättan.

Plenary Opening | SERN General Assembly 2026 🌍 👥

This morning the SERN General Assembly 2026 opened in Trollhättan 🇸🇪 with a welcome speech by Saba Giovannacci, Chair of the SERN Executive Board, from the Città di Parma, and by Nicola Catellani, SERN Director.

The plenary then continued with keynote speeches by Angelika Lundgren Bielinski, Chair of the City Council of the City of Trollhättan, Michele Pala, Italian Ambassador to Sweden, and Isabella Conti, Emilia-Romagna Regional Minister for Welfare, Third Sector, Childhood Policies and Education. 📚👦👧
