Here's who need to agree with the plans.
The Parish Council are a consultee and their opinion will be sought along with others such as County Highways, LCC Ecology, possibly LCC Archaeology and possibly English Heritage as the building is listed

When emailed the council I received this reply

It is always sad to see a village pub close but it is, I’m afraid, an unfortunate fact of life in the current financial climate. We need to take into account the fact that the pub business was not performing well maybe because it was up against another successful pub just on the opposite side of the junction, which of course continues to trade, thus offering the village that facility. I suggest that Everards may well have closed the business completely rather than trade at a loss.



Furthermore as a listed building – part of the nations heritage - the preference is to make sure that the building has a future thus ensuring its reuse and maintenance in the longer term. The proposal to convert the building for residential use does of course achieve that aim. Unfortunately the pub business appeared an unattractive proposition when offered on the open market and if left empty its condition would surely have deteriorated and thus the listed building would have fallen into disrepair (much as Hall Farm did).



In short, in planning terms, the proposal appears acceptable and will serve to ensure the longer term future of the listed building, something which may not have been guaranteed if it continued operation as a loss making business.
