IS THE EFCC/ICPC OF NIGERIA TELLING US THAT THEY HAVE NOT READ ABOUT THE ALLEGED ₦1.388 BILLION FINANCIAL IRREGULARITIES AT THE ABIKE DABIRI-EREWA LED NIGERIANS IN DIASPORA COMMISSION (NIDCOM)?
According to the audit findings attributed to the Office of the Auditor-General for the Federation, the Commission allegedly recorded financial irregularities involving approximately ₦1.388 billion.
The reported findings include:
1. ₦209.09 million: Payments for flights, accommodation and logistics for three diaspora events allegedly not held, with no evidence of services delivered.
2. ₦356.38 million: Contracts awarded to seven companies whose prequalification documents had expired.
3. ₦165.29 million: Payments to five contractors with allegedly invalid Tax Clearance Certificates and BPP certificates.
4. ₦91.90 million: Contracts awarded to four companies reportedly recording zero turnover, despite a stated minimum turnover requirement of ₦20 million.
5. ₦340.83 million: Emergency procurement expenditure for the Global African Diaspora Symposium allegedly made without BPP approval.
6. ₦137.52 million: Two logistics contracts allegedly split to avoid approval thresholds.
7. ₦48.91 million: Payments to officers who were not the named beneficiaries, with no evidence that the money reached them.
8. ₦15.60 million: Payments to security personnel allegedly charged to the Welfare and Cleaning budget lines.
9. ₦16.43 million: Alleged loss of tax revenue through under-deduction of withholding tax.
10. ₦6.09 million: Alleged overpayment resulting from the inclusion of taxes in contract sums.
The report also reportedly identified five government vehicles that were not sighted, cash advances of ₦20.5 million allegedly exceeding the applicable threshold, and the non-submission of the Commission's 2023 audited accounts.
